In 2019-2021, more than 530 people from countries such as Syria, Iraq and Afghanistan were returned to Uzbekistan.
This was taken into consideration at the thematic roundtable by Akmal Saidov (First Deputy Speaker of The Legislative Chamber of Uzbekistan’s Oliy Majlis of Uzbekistan), Director of National Center for Human Rights.
Roundtable discussions were organized by the Senate of Oliy Majlis of Uzbekistan and the Commissioners of Oliy Majlis human rights and children, the NCHR, and the UN OHCHR Regional Office Central Asia. The discussion was focused on strengthening the capabilities and role of national human rights institutions in monitoring, evaluating and reintegrating conflict zone repatriates.
As Mr. Akmal Saiddov stressed, five special operations “Mehr”, which were carried out by the Government of Uzbekistan to evacuate Uzbek citizens from the above mentioned countries, were part of a humane strategy. More than 120 women were rescued and 380 children were among the returned.
The Uzbekistan Government adopted normative-legal measures to their social adaptation. It also created territorial and republican interdepartmental committees that carried out rehabilitation and social adaption measures for repatriates and their employment.
The UN Special Rapporteur for the promotion and protection human rights while countering terrorism, Fionnuala Da Ni Aolain, presented a report to the UN Human Rights Council on March 15, 2022. This was in the context of the 49th session.
The Uzbekistan Government’s efforts in repatriation, reintegration and rehabilitation of children and women from Syria, Iraq, and Afghanistan was highly appreciated by her. She said that Uzbekistan’s repatriation model, which is based on the family, community, and children from Syria, Iraq, and Afghanistan, was a good example of best practices in repatriation.
